Your Budget Is Decided Before Construction Starts: Why the BOQ Matters More Than the Quote
Most disputes in residential construction in Bangladesh trace back to the same root: nobody agreed on what was actually included. The owner signed a lump-sum quote, the contractor priced what they assumed, and the gap between the two surfaces six months into the build — as a variation order, or as a standoff on site.
What an item-wise BOQ actually gives you
A bill of quantities breaks the building into measurable items — cubic feet of concrete, kilograms of steel, square feet of plaster, taka per point of electrical work. Each item carries a quantity and a rate. Once that exists, quotes become comparable line by line, and a contractor who prices an item unrealistically low (a common tactic to win the bid) becomes visible immediately.
- Quotes can be compared item by item, not just on the bottom line
- Progress bills can be verified against actual site quantities
- Variations are priced against agreed rates instead of negotiated under pressure
- The owner has a realistic total before committing, not after
A quote without a BOQ behind it is a promise. A BOQ is an engineering document.
Rates go stale — treat the BOQ as a living document
Material prices in Bangladesh move materially over a 12–18 month build. A BOQ prepared at design stage should be re-checked at tender stage and updated at major procurement milestones. At NJ, every estimate we issue is dated and rate-annotated, and we re-verify market rates before each major purchaserecommendation we make on a client's behalf.
The effort is modest; the payoff is that the final account is a confirmation instead of a negotiation.
